Specific objectives
Develop and validate a common strategy, including a multi-level governance system both at horizontal (among different cities in a conurbation) and at vertical level (among different governance levels and different actors), for increasing urban adaptation capacity to climate change, in order to provide inputs for the climate policy at EU, national and regional level (Action A1).
Create a common knowledge base and an inventory of vulnerabilities and risks related to climate change through the implementation of the methodology elaborated by IUAV (Action A2).
Develop a wide set of adaptation measures and to integrate them in existing urban plan such as SEAPs (and convert them to SECAPs), Land Use, Urban Green and Water Management Plans (Action C1).
Set up a monitoring system in order to measure the effectiveness and impacts of the actions (Action D1).
Mainstream and define the adaptation methodology by formulating regional guidelines for the planning of adaptation (Action C2), considering the results of Action A2, C1 and C3.
Promote and develop green infrastructures through an integrated ecosystem-based approach in the conurbation of the Veneto Region Central area, through the development of ecosystem based adaptation measures (Action C1).
Increase the available volume of flood channels and the use of retention areas (ecological, free-time, water parking), by building a layout of the ecological network among the main conservation areas of the Central Veneto / Venice Metropolitan Area (Action C1).
Demonstrate the viability of “Hard” and “Soft” adaptation measures, through the implementation of new technologies, systems, methods and instruments, assessment and evaluation in the framework of 5 wide-scope Pilot Actions at local level (Action C3).
Promote and facilitate the use of the Veneto ADAPT methodology in other Cities and Regions in Italy and in UE.
